地球开始源源不断地出现祸威兽，祸威兽每次出现都会造成巨大的破坏。人类为了守护自己的家园，成立了祸特队。祸特队负责专门处理祸威兽的事情。在人类的共同努力下，陆陆续续出现的祸威兽都被人类给驱逐或者消灭了。随着时间的推移，祸威兽变得越来越难对付，人类政府的开销也变得越来越多。在某次人类与祸威兽的战斗中，一位神秘巨人的出现，引起了所有人的关注，甚至连外星人都参与进来了。
